In order to make the system affordable to the CHC, we're looking at keeping the grand total of hardware, software, installation, and any other related costs under $30,000. The overall design of the system must be completed within 2 months (near the beginning of December 2008) so that in-depth coding and other specifics may be started.
As the system will be used by handicapped persons, the badges must be durable enough to remain in a usable condition for a reasonable amount of time (a minimum average of 1 year) under normal use. They also must be appropriate for use by people with various types of disabilities. In addition, all technologies used by the system must be able to be used fully by a single ID badge, so people do not need to keep track of multiple badges. Furthermore, all technologies must be readily available from commercial vendors, and must have a reasonably high level of reliability, security, and ease of use.
