Phase 1 is a definition-level sketch of the problem and the proposed solution. Written from the customer's perspective, this phase is intended to outline the requirements of the project, describe what it is meant to achieve, and provide developmental constraints, along with providing a rough estimate of the overall feasibility and expansion options available.

This phase is set to be completed by October 6, 2008.
