Phase 2 is an engineering response to the definition of the problem and proposed solution. In this phase, designers begin to design the structure of the system, starting at the most basic level and adding functionality incrementally. All aspects of design must be addressed in this phase in preparation for implementation and coding.

This phase is set to be completed by November 5, 2008.
